    You dont want to go that low on the other impeller. The hooker is a big hub impeller which takes up volume adding more load on the pump..which is why you can go lower on the leading edge. Id try that skat 16.

    It sounds like your starter is going bad or has already failed. I used to take them apart and basically clean the commutator which is what the brushes contact send the power with some fine sand paper. They're pretty easy to go through.

    The stubby cone will increase the volume while reducing pressure at the back of the pump. This will loosen the pump a little as well. I have also seen them hurt performance if the impeller is low enough already. It is similar to boring the nozzle.
