I use a red scotchbrite and then ppg epoxy primer dp-40 then cover it with base / clear otherwise you can end up with the flake off issue then you gotta mess.
OUCH it can be repaired but it's a tig process and you will want to glass bead it and get all the black crap out of there otherwise when you weld it it will pull the carbon out of that alum. and then it's pretty much junk.
I wouldn't run them but I have also seen stuff alot worse than that run all season in a 2 stroke you are taking a chance of destroying your cylinder and filling the motor with grey goo1
