440 or 300sx would be great. you can adjust the throttles so they cannot go too fast. When I was teaching my kid at 4 or 5 I ran a long lanyard that I held onto. You could probably wire in a remote kill switch too. Or convert a ski to electric. =)

I wouldn't use pool noodles under the tray. They deterioate after a while and hold water. Under the hood is fine as you can replace them as needed. Cutting the foam to shape out of an old couch would work too. Another option would be these foam balls...
