theres more speed and underwater time on a sub than on a stab and youre using a stock hood.
see if you can borrow someone elses hood in sebby for a ride or 2
1/8" either way on the stator shouldnt keep the ski from even trying to start. thats obviously not the problem.
what kind of plugs are in there now? if its a stock head, they should be NGK br7es.
your lack of starting could be an air leak somewhere.
