Always disconnect the stop side of the start stop switch when you have a no spark condition,that will be the black and white wires,the start stop switch is the easiest part to eleminate and the most likely part to go bad.

Yes grease up the lips on the seals and use Threebond 1211 to seal the cases.

Gelcoat is incompatable with SMC,I suppose you coud lay down some Duratec polyester primer and gelcoat on top of that,but you bond would only be as good as the bond of the primer to the hull.
