Pull the head off and take a looky look. Probably froze it up need a rebuild, but you never know. SBT crank 750/800...top end kit from Wiseco and bore it one size over... not that hard to do actually... I'd say around $700 if you use an SBT crank... and get it bored at a local machine...

Or just cut out the good parts and send it to me for the X VIDEO PROJECT in the fall. I think helmet cam footage is best when mixed with a regular cam, but some places you can't use a regular cam from the beach. (Pt. Loma and Oceanside)

Needs at least a motor top end... He needs to learn to start wrenching...tell him to pull out the socket set and rip the head off and take pictures... if the compression is that low the motor HAS to be opened up.
