I could explain it too you but seriously just google it there are several good articles on voltage drop testing that will be more help than my explanation ever could.

Rotten cables usually won't melt the cables,its easy enough to do a voltage drop test though,a resistance test may or may not tell you what is going on there.

Looks like a thin casting to me,you have a couple of choices,you can install the helicoil and install the bolt with some kind of sealant or you can take that puppy somewhere and have the hold togged completely up and try again.

I personaly wouldn't waste my time modding a 750 prop to go into a 650 pump,now the SXR prop is a different story and is well worth the effort.
