28 carbs are not junk and I think you will find when you replace that carb that your problem is still there, but hey I have only been doing this since 1986 so what do I know.

Dylan is right I have had epoxied mounts come loose like that before, a couple layers of cloth over them and they will hold., doesn't even have to be carbon fiber, you want more surface area for better bonding , think of it like it's a wood joint you are gluing up.

I can't help you from that description, is it revving and not going anywhere or is it not revving ? If is revving then the carb is doing it's job and the pump is not sealed or the impeller is damaged or both. If it is not revving that could be either carb, reeds, ignition or low compression.
