Make sure the stupid little pin-hole in the bilge 90 degree fitting is clear. This stops it from syphoning back into the engine compartment. I doubt this is your prob, but check it out while your in there.

if you blow through pulse line and air comes out anywhere, there's your problem. The pulse line goes to one side of a diaghram pump and shouldn't leak air. Maybe your diaghram is shot?

Did you have your ski sitting upside down without the hood....like sitting on saw-horses or something? If so, the seal probably got pushed in. I've had this happen and if you get the hood on properly (I used a popsicle stick and silicon spray), the seal will get "re-trained" and it will get...
