I'd say about $3K or so to make it a competitive sport spec legal blaster. The great thing about that class is that you wouldn't be sacrificing reliability.
At this point, I think the only option is to buy a Rad Dudes plate with the extensions on it. If you want, you can cut the extensions off and use a different plate.
Just beware, these will make your blaster very very responsive in turns. Not everybody likes these. I actually won a race once because the guy ahead of me wrecked in a straight away because of these.

No doubt, if you are a good rider you can podium in certain regions on a single carb set up. Are we talking about the rider or the boat here? If all other things are equal, I can tell you that...
No race gas allowed in that class. Make sure you don't go over 185 psi comp.
If you really want to be competitive in this class, dual carbs are a must, and Im not talking about a dual carb mani on a 61x case. You definitely need a 62T case with at least dual 44s.
To answer your original question, no a single carb 61x will not be competitive. The best motor setup for this class is a 62T/62T. You need to build on that foundation.
Whats your rev limit set at? I found that tachs dont read too accurately once you hit the rev limit. If the motor is dropping pulses, the tach wont sense it so it may only be counting every 3rd revolution or so.

On the pump shoe thing, its a reliability thing and a flow thing. Plastic obviously breaks if you ever hit anything. The aluminium shoes are actually meant for superjets, which open up wider than blaster shoes so you can get more water...
Hopefully you replaced that plastic pump shoe.
On the balance thing. Meh, I dont think it makes a difference when you're riding. Not that I wouldn't buy that bracket, I just wouldn't do it because of balance. If i was trying to sell you a bracket, I would tell you it makes a big difference...
I believe P1 is the overboard fitting near his stinger. You should only have 3 total, but of course there are many ways. Personally, I would be feeding both lines from the pump into the mani and have a third off the head into the chamber. Cool motor, hot pipe is good rule of thumb.
