Another option: I layed all my underpad down first in both the tray and the footholds, then turfed the sides and front of the tray, then went back and turfed the tray. It worked for me and turned out pretty good.
Also had exact same problem would start on land but when under load it would just keep cranking and cranking. Ended up being some of the reed petals being broken. Just take your carb off and remove your intake manifold and check out your reeds. You should be able to tell if that's the problem...
In order to align your pump and driveshaft, you need to make a tool that will ensure your driveshaft comes dead center through the bulkhead. You cant use the midshaft as your center point because of the rubber lining. From experience, you would be surprised how much you can angle the pump...

Usually the longer it takes, the better it turns out. More test fits, less chance to make errors. I like madmat's idea with the foil i used an old sheet as a template for my last turf job. Just take your time and try not to rush it and it should turn out good!
