Sounds like a bendix is stuck.
When the starter spins, it engages the bendix. Centrifugal force kicks out the bendix to engage and spin the flywheel. If it's stuck, it will not engage.

I'm reassembling a short block and installing the manifolds, flywheel cover, etc. Should I be chasing the bolt holes or use a bottoming tap?
