Remove the spark plugs and try turning over the engine by hand.
Does it move freely?

I would look very hard at your ground between motor and battery.

Do you get any voltage drop between relay and battery? (should be zero)

If everything else checks out, I would probably pull the starter and see if it a) spins freely and b) if it spins once you connect 12V directly.

Yeah I am pretty stumped on this. The voltage that drops are the relay (battery side) does the same thing at the battery.

-13v on the battery side of the relay and the connection on the battery.
-0v on the starter side of the relay

After hitting the switch.... (hear the relay click)

-7v on the battery side of the relay and also 7v on the connection of the battery.
-7v on the starter side of the relay

So it does drop at the battery side of the relay.

Maybe move the ground to the starter. The exhaust manifold SHOULD work, but there is a pretty thick gasket between manifold and cylinder. The bolt should take care of that, though.

Ok well I put the ground to the starter bolt and still do the same thing. I broke down and ripped out the exhaust and mani so I could get to the starter. I touched 12v to the starter and nothing but sparks.. So bad starter then?

Also the starter is pretty much new. I picked it up from JetManiac

Just saw this, starter was from a running ski and it was tested again before it was shipped, so unless it locked up during the time of your build. I would remove it and test it directly. Bolt both of the cables to the starter and the ground to the battery, then touch the positive wire to the battery...

Just hooked the neg wire to the bolt on the starter and the battery. Touched the motor with the neg wire on the meter and touched the pos to the battery and it is a solid ground.

Hooked the pos wire to the the starter and touched the pos side of the battery. It sparked but I held it there and nothing.

Should I remove the whole starter itself then try it?
 
Now looking at the brushes it looks that one is nicked at the end so what I am guessing happened is that I put the starter in and it did not aligned up with the other teeth and when engaged it stuck. When putting a starter in do you have to remove the flywheel cover and make sure that it is in place with the other teeth? I have a feeling that this was the problem. This is just a mistake on my part for not take time to check to make sure that everything is aligned. Now with that being said will I need another starter because of that one brush that is nicked?

There is nothing to align, really. It's a simple install.

You might pull the flywheel cover off and check the bendix, but honestly if you can spin the motor by hand, then it is extremely unlikely that the blockage is in the bendix.

No, you do not remove the flywheel. You just have to slide the starter in, it should engage with large ring on the bendix with no issues. When you had the starter out and put power to it, did it want to torque over or did it barely spin.

I would try new cables or check the ends of the cables.
Friend went to get his ski running few weeks ago and nothing but a click......... one of the ends at the battery was just about corroded and broke off.

Definitely that. Try other cables.
