It's hard to tell from the picture. Has the material been eaten/broken away or was it never there in the first place, (voids in the casting)?

Pic shows an aftermarket crank shaft, don't know what the rods might have looked like before they were installed. There does not seem to be any rust except at those two areas that are or had been "eaten" away.

Its a rad crank with 45 hours on it, i dont know how it looked before rebuild. Its just weired how only this part is attacked like this, my first geuss was bad materiale

I think the rod looked like that when it was installed on the crank. The outer surface of the large (crank) end just did not clean up when the rod was ground. That would not be too bad.

I second this. We see similar issues in our manufacturing at work with forged parts. The fact that the ground area of the rod has no pitting whatsoever makes me thing the as-forged surface is what looks rusty.

Well we're usually not happy about it. It depends on the functionality of the surface. If it is a bearing surface or a locating surface, the part is usually scrapped. If it is cosmetic we might keep it.

In the case of your conrod, nothing rides on that surface so it should be fine.

Edit: To clarify, I am surprised that the conrod manufacturer for your crank would let that one be sold, even if it is just a cosmetic issue. A big issue for parts like this is perceived quality - customers generally don't like expensive parts to look like that.

That looks like far too expensive of a crank to actually go out the door looking like that, even if it doesn't effect its durability.
