less water in the waterbox makes for easier revs......It will produce a little less "load" on the carb response when you goose the throttle.. so, in essence..if your carb response is good...it'll make it better if your carb response is bad, the JW will help....but you are just cheating...

run it without the washers....make sure your carbs are in tune first, otherwise the JW valve can mask a poorly tuned carbureator..
