A starter that shorts out should not casue arcing unless you have lose wires. If all your wires are tight a shorted starter should only cause your wires to get hot and smoke until they catch on fire.
How big is the battery terminal whole Vs you terminal screw? Do you just have 2 cables going to the ground? Corrosion in the wire? It's arcing for sure.
