I have never had to deal with one that was too thick before I do know if it's missing or damaged it will not idle at all. I would also double check the series of holes under that plate and the black plastic piece if one or more of the bypass holes is clogged it won't idle either.

A properly ported 650 with a decent pipe, head and a 44 carb will run circles around a small pin 750 in an X2 if it's set up correctly .

Any 750 motor you put in that hull is going to need a really good pipe to get power out of it , with a stock pipe or a KERKER it will only be marginally faster if at all.
