I think that Paul is pretty cheap ($50ish) and I rode Phil's SJ with a stock lightened flywheel and it made a noticeable difference, especially on the bottom end.

I just had mine done by Paul. I believe it was around $55. Very nice. I definately can tell a difference to the bottom end.
Super quick turn around also. Shipped them out one morning and had them back in 2 days. If you get it to him via fed-ex one morning, he can usually have it done and back on the fedex truck the same afternoon.

I don't know about being able to tell the difference or not but Paul turned mine around in 2 days also .

Another majpr improvement is how much smoother engine is due to flywheel being true after it has been lightened!

I had mine lightened a couple of years ago by Jr Magoo, it was 0.2 lb lighter. Total waste of money in my opinion, I didn't notice a difference.
Like Crab had said, you have to know how much you can take off without it failing.
a quarter of a pound isn't much, but if you take more than that you'll probably end up with it breaking. You can't expect much more than that off a stock flywheel. Every little bit of weight off of it though is going to help that baby spin faster, so....
It's definately not comparable to buying an aftermarket wheel, but as far as it being a waste of money...I don't agree with you there imo. Paul knows what he's doing.
If you don't have 4 bills to drop on an aftermarket, it's not a bad deal for the price.
