Where do I find complete jet kits

I don't know of a "complete" one. The dealer kits from Hot Products is mainly for OEM stuff. Lots of us run reverse jetting (larger pilots than mains) and the kit doesn't include large pilots.

I fought tuning a ski years ago and in about 5 orders, ended up ordering a pair of each size of pilots and mains from the bottom to the top. Good news is I finally got it dialed in with reverse jetting, bad news is I'm now sitting on a crapload of jets in sizes that I will never likely use again. I have pilots from 65 up to 165 and mains from 95 to 165. At $2.50 a pop it certainly wasn't the cheapest investment I ever made in this hobby.

In most applications you can get away with a few sizes up and down from standard but every once in awhile you will get that one bastard so I'm holding onto them forever now.

When ever i see your avatar it gives me goose bumps. I absolutely love that black anodized cylinder.

sorry for the off topic post but i just had to say that.

Markups on carb gut pricing is absolutely ridiculous. I have a friend who is a parts unlimited dealer that gives me pricing just over cost. Instead of going through some of the online vendors try your local hot products or parts unlimited dealer. They have some leeway in their pricing and a lot are willing to do so.

You will need sequential pilot jet sizes because they are sensitive and have no external means of adjustment. I have never needed more than four once I did some homework. You should not need more than 3 different sizes of mains, #12.5 apart because the top screw can cover the spread. Tune the pilot/pop-off by exhaust note and throttle response. If its a freestyle boat then power tune the main/top screw by ear with the boat tied to the trailer. Race boats are best tuned at top speed with a tach.

Yes and yes. If its four-cycling you know its rich and won't hesitate. If its in a clean two-cycle then response will determine how lean it is. Its nice to have a clean mixture with good response but often not possible. A minimum of sputtering below the pipe is usually the best compromise.
