UMI bearing replacement (steering)

Rebuilding a 1990 SuperJet that has a seized UMI steering bearing.

That thing is in there rock solid. Would it be worth cutting it out with a dremel or should I just order a new bearing, cover and O-ring from UMI.

Maybe there is some heating/cooling trick to help get the old bearing out?

Would penetrating oil be a waste of time?

I just learned a new trick for doing just this. I had purchased a used UMI system where just the external bearing race was still stuck in the cup. I was setting it up in our milling machine at work when a Millwright came over and asked if I wanted an easier way. He snatched it out of the milling machine and took a wire feed welder and gave it a quick shot dead center of the race in 4 opposing spots, 12:00, 3:00, 6:00 and 9:00, and the race just lifted out when lightly pried on.

Warning: He didn't use a vise, which I wish he had because it left little burn marks in the surface of the cup where it wasn't grounded properly. He said not to worry that he'd buff it out but I informed him that it was anodized and that he'd done enough already. Thankfully it's for my backup ski and you won't really see it anyway.

I just put my cup/bearing in some vegetable oil on the stove, and pop the bearing out when it gets warm. Smells like french fries, yum!
