Starting RPM increase

After replacing all gaskets and did some body works I put back everything (the only thing replaced is the reed valve) which I put back the OEM with carbon reeds. when I run the ski it started then stopped after some trails it started but the RPM increases rapidly like a full throttle. I can stop the engine using the start/stop switch easily. Opened the carbs and cleaned the filters, jets and the in/out then tried again, the same thing happened but with a huge back fire. Tried to change the carbs tuning opening and closing the low speed needles, the same and the same.

760 engine
dual SBN 44's
B pipe
OEM manifold with OEM reed valves
TDR waterbox
All electric system is OEM

Correct me if am wrong. If I have an air leak, the engine will not stop (runaway) but i can stop the engine with the switch normally.
 
It can still runaway and shut off. Imagine the leak like the throttle being open and can't close. It's when the plugs' electrode gets super hot that it's impossible to stop it

So, I have to re tight every bolt and leak check. Is this the only reason for my case? Or there is another thing to check.

The motor was taken out for leak check. Just a very minor leak from the manifold to case gasket that caused by two loose bolts that required a new heli coil. Fixed that then blow air in the tank check valve to remove air from the fuel lines. Started the ski and it run fine. Ready to take it to sea. ;)
