your cable is probably keeping the carb from closing all the way.

if thats the case, either screw the cable end into the finger throttle until theres a little slack on it, or move the lower end closer to the carb linkage.

I've heard of this before too. From what I've read the condition is called dieseling. The mixture is just lean enough that the the heat built up in the spark plugs is enough to continually ignite the fuel and never let the engine shut off. When this happens, do you kill the engine by closing the choke? If so I would say you have a lean condition. If I remember right, most guys re-jet and that solves it. But it may also be further than jets, you may have leaking crank seals, worn throttle butterfly shaft or the shaft bushings, intake manifold gasket leaks, base gasket leaks or even head gasket leak. I've also heard of hairline fractures in crank cases and cylinders that will make that happen. The best thing I would do is pull the engine and go over it thoroughly looking for any of these things. If it's a leak somewhere, normally you would see it because there will be fuel mixture trying to escape from the bad spot due to crankcase pressures.
