is it just me or does it make you look like a dork on a surfboard?

I'm not a big surfing fan, but i think hitting that same wave on an actual board "looks" way more stylish. Maybe I'm not into the sport enough though?

Yes this has been around for a while. When tow surfing became a hit 10 years ago, they needed a board that could handle the conditions in really big surf. The whole foil board thing came about to compensate for the rough conditions that often exist in the really big surf breaks on the outer reefs. When you watch the video pay attention to the crappy conditions they were surfing in. Glassy conditions only make up a small portion of the day so to make their surf sessions longer they needed a design that could handle the 2 foot chop on the wave face of a 30' wave. The Foil board was the answer. I have never tried one but I agree, It doesn't look as fun as a conventional surf board. It doesn't appear that you can do any snap turns or stalls. Probably fun none the less, just a different way to get your adrenaline fix.
