Starter is going out on the 61x (Where the power wire connects the whole post spins. so it turns over a couple times than clicks) I pulled the exhaust and took the two bolts out of the back of it but i still cant get it out. Do I need to open the flywheel cover and take out the Bendix first?

No, the two rear bolts are all that hold it in. However, there is one (or two) o-rings in the starter neck and sometimes sealant is used as well. Twist the starter back and forth while you pull backwards.
Sometimes it can be pretty stubborn. You can try giving it extra encouragement with a hammer and a block of wood from the front (flywheel side). You can see it behind the flywheel housing section of the cases.

A narrow flat blade screwdriver can be used to apply some pressure to it as you wiggle it. Once it moves out even a little bit, then more area opens up to get better leverage.

Make sure to put a screwdriver on each side of the starter nose or you can crack the nose of the starter off.

Had an O-ring on it and that was holding it in pretty well. I was able to get it out when I put on my man pants. Thanks for the help!
