I emailed him. Here was his reply:

We talk to guys all the time about this, who don't actually know what specific rules eBay has on the subject.
Here is an email we received from eBay a while back, when we wrote to them to ask about this exact topic:

Thank you for taking the time to write eBay with your concerns. I'm happy to help you further.
Our Search Manipulation policy states, in part:
Excessive use of key words, including (but not limited to) brand names, which are referenced for the purpose of attracting or diverting buyers to a listing will be considered key word spamming and is not permitted.
We realize that many personal watercraft parts are interchangeable between models. For this reason, we do allow sellers to list up to 3 models in the title of their eBay Motors listings. In addition, we also allow up to 25 other models, terms, and/or phrases in the description. If your item is highly compatible to many crafts and needs more than 25 terms, we encourage our sellers to place a link to another further information page where all the makes and models can be listed, and all related craft are identified.
One of the primary purposes of eBay's keyword spamming guidelines is to make sure that our buyers have an efficient search engine to help find the specific items they want to purchase. We understand your desire to promote your items as effectively as possible, however, we feel that bidders will be more likely to continue shopping on eBay if they can find the items they are looking for in a quick and efficient manner.
