carb wont pop 96 sj

Dual 38s on stock superjet. Ski would not run on the water and it is a fuel related issue. Ski runs fine on the trailer but under load it will die. Good compression and pulse.

Upon tear down of the carbs the carb with the fuel pump will not pop. My pop off tester goes up to 60 and I pumped it up higher and it still will not pop. The other carb pops right around 40 psi.

I replaced the needle and seat and it still will not pop. A full rebuilt kit has been ordered. Anyone have any ideas?

Replace the popoff spring and retest. Also check the popoff arm and shaft for issues.

I think I had the pop off tester hooked to pulse line on the main carb rather than the fuel inlet. Full rebuild of the carb seems to have done the trick on the poor running ski.
