Carb Low Speed Screw limited to 1/4 turn

Trying to learn how to tune a 62t 701 and I've read through all the tuning post about tuning the high and low sperate, but my problem is my low has a plastic tab that restricts it to 1/4 turn. Whats the pupose of this? I cant follow the tuning steps provided in the how-to's without knowing how many turns out I am. Should I just cut these tabs off or are they there for a reason?

I don't know what these came off. I bought a used 0-0 62t 701 because my impulse purchase of a 95 superjet left me scammed into buying a ski with a bad motor.

Take a regular pair of slip joint pliers and pull the plastic limiter cap off, underneath that plastic cap is an adjuster that you turn with a straight blade screwdriver .

Yes I usually just pop them off with a screwdriver but then I have done hundreds of them over the years.
 
Do yourself a huge favor, pull them off, trim the little post on them that acts as the stopper bar and put them back on. The added diameter to the adjuster screws with the extra little bit standing proud makes for some really easy turning compared to trying to get a tiny screw driver in between the carbs. Plus you can postion the standoff portion anywhere on the adjuster. I screwed my adjusters all the way in, put the caps back on with the standoff bars as close to the closed postion as possible so you can easily count how many turns out you go. Also put a little line or dot of whiteout on the carbs beside the screws at fully screwed in (closed position) to help make counting turns easier.
