No. It's the mountain's water.

It collects it when it falls...

Noone owns water, and you can safely move across private property without trespassing if you're on water and you never touch land.

People own land, and they can have the right to use water. But noone owns the water.

EDIT: I think part of the logic of taxing the waterway is so that the taxes don't change if/when that waterway dries up.

My family owns some property in michigian that stretches out over 100 yards into Lake Michigan..but we have owned it for over 100 years...


it doesnt work like that anymore...now you just own to the waterline...
