are the dowl pins in the flywheel cover critical

I'm not certain, but it seems that there is some wiggle room when just using bolts, where as the dowel pins allow the location of the cover to be installed with a higher degree of accuracy. :dunno:

Exactly... it allows you to locate the cover easier. If your cover moves when it's got 7-8 bolts in it then you've got another issue that needs to be resolved immediately. Even though the dowel pins are close tolerance shear pins, the shear forces exerted on the flywheel cover should never be something that would exceed the tension of all of the bolts.
