We have that here in NJ now. All boats, pwcs, just about anything that floats need a boaters safety certificate to operate. Its the best law that has ever been passed. On busy days, the coast guard sits at the ramps, and if you dont have your paperwork, you cant launch. Keeps most of the dangerous people out of the water.
