That sounds more like an air leak in the system somewhere, a loose connection or ill fitting fuel line , old dried out fuel lines , a bad one way valve on the fuel tank , a bad o-ring on the fuel filter, something along those lines is where I would be looking

No that line dumps a buttload of water out of the pipe , it will increase the water pressure inside of the pipe which will make it flow more into the pipe causing running issues with the ski if it is not dumped out somewhere , those pipes already need to be dried out some , I would pop a hole...

It's a fairly easy repair, to me the key is to grind off screw even with the shaft before removing the screws so the deformed threads don't bugger up the threads in the shaft, a Dremel works well for this.

You can also use a regular pair of linesman pliers and make two handles out of a pipe that will slip over them , it gives you the extra leverage needed to distort the screws, that one is straight from a Kawasaki service bulletin.
