Its an air leak from somewhere, and there aren't many places to check. Start with your throttle plate. Check if the brass plate is worn on the sides. Then check the throttle shaft. If the carb checks out you're left with crank seals or your intake gaskets.
I had one of those x metal water boxes with front and rear exit. Welded that thing shut and plugged the front hole real quick. It's still loud as fack out the rear

Scooters are banned from Camp Woodward here on the east coast. They allowed them for one encampment and the kids were such entitled little poops they banned them forever. ( I was personally told this by the Camp Director) He went on with some of the reasoning and his personal experiences but...
I had the same problem with my rrp riser bars. They make those bar end extenders. I was going to buy those to get my width back So i didnt have to ruin my start stop switch. If you take off too much the thing spins

@ vumad I think my wrastlin' shoes provide little to no ankle support but the thin bottoms don't let your ankle roll like a pair of shoes will. Unless you are talking flat bottom vans type shoes..
