Do you mean the exhaust bezel? It's probably held on with plexus or a similar adhesive so you'll have to pry it off slowly, alternating from side to side.
If your compression is really 95 PSI, that is far too low. The consistency between the two cylinders may suggest a faulty gauge. Recheck with another gauge for good measure.
I don't know if this is an option for your guys' setup but I used turf as a sort of gasket since it's very pliable. It's not exactly waterproof but if you can avoid any gaps whatsoever it significantly cuts down on leaks.
looks like someone gooped it with black silicone of 5200 instead of using a seal... With massive cavitation you could see a substantial loss of propulsion but I still think you'd have some forward movement.
