No a new steering cable is not required. The 96-07 cable can be installed in a 2008+and it allows additional steering throw but it is not a requirement when installing an aftermarket handlepole. Be sure to align the cable properly so it does not bottom out before hitting the steering stop...

Agreed, a competent welder should be able to fix that, then have a machine shop deck the cylinder just enough to ensue flatness. I’m curious, how did that happen? Did you drop it?
