May not be hitting rev limiter. Remove your plug caps, take some needle nose pliers and tug on the wires, if some strands pull out out, cut back until you cannot pull any more strands (dont pull hard) out. Broken plug wires will feel like its hitting the rev limiter. How old is the coil?

Sounds like you may have had the wrong prop. or your pump tunnel is to small. (Dont know what hull your running)
