IMO this is incorrect, the water will take the path of least resistance and thats directly overboard. the pressure needs to be very high for the valve to do anything thats why you had to set it so low. i run it before the t so i can visually monitor the water flow and have more consistent...

sounds like your FVC is setup wrong or in the wrong spot.
