A click normally means the relay is working, and it is something else (in my experience)...
Regardless, a buzzing sound is usually a lack of connection/voltage/amps the starting circuit.
Vibrating/buzzing from the e-box is a bad cable connection. re-clean all connections and battery terminals, including the connections inside your electrical box.
Those replaceable ones are OK for flat water, but in the surf break they take a hammering... I went with a solas all SS one, as they won't swell and should last a long time...

Seattle = Salt water, so I would not locktight any bolts that will see saltwater...
I use anti-sieze on the head pipes of both my skis, and I have never had an issue with them backing out!
Dragging my arse onto the ski, then kneeling while riding, then standing while turning left, then turning right, then subs, then drinking beers....
And now I've progressed to the drinking bourbon stage...

The plastic ones work well in fresh/flat water, but just do not last in the surf, especially if you ride the break and up the beach...
You need to sort out what kind of riding you want to do first. If you are going to be mainly flatwater, then you can ditch the factory siphon and go with dual bilge pumps if you want. Since your ski is brand new, I would keep the stock siphon and add one rule 500gph and that will keep your...
So it's only truly effective in salt water, and only when immersed in salt water... As soon as you shut the engine off, the water drains out of the head and it is no longer effective.
Get rid of it and don't worry about it IMO...
