Yeah I can tell you exactly where to start , rebuild the carb with a new needle and seat , a bad needle and seat is the only way it gets that flooded.

Let me ask you this do you have to choke it to crank it up or does it crank with no choke, if so it's way too rich, no Seadoo cranks cold without a choke or primer being used ever.
