If it has a dry pipe, what you are describing is likely totally normal. Even some wet pipes come on strong like that if they are set up right.
Assuming there are no problems with the pipe or carbs and the engine/pump setup is healthy, the dry pipe is not quite the best for basic rideability...
If you're looking to pay to have it done take it down to Blowsion in Sherwood Oregon just a few hours south of you. They are very capable and will get it dialed in.

There likely aren’t any, most of the older 2 stroke setup aftermarket hulls you see with tabs on them are using the HIN from a donor sitdown. Most all of the newer generations of aftermarket hulls come with legitimate MSO’s now so the owner can get proper titles for them.
You might have a piece of debris in your needle seat preventing the seat from sitting properly in the needle, allowing fuel to flow by. Happened to be once, I took the carbs back apart and found a tiny piece of funk in the bottom of the needle seat.
Run two inlet lines from pump into the exhaust manifold. You will need to drill/tap the top side of the exhaust manifold for the second fitting.
Feed the bottom fitting on the pipe with the rear cylinder outlet on the head. Run the front cylinder head outlet to a bypass fitting.

No need for a mount, the easiest thing to do is to use some 3M 5200 adhesive and glue the bilge pump strainer to the bottom of the hull. Prep both surfaces, apply adhesive, and let cure for a couple days.

You need to pull your carbs apart and check what jets are in them as well as measure the pop off pressure. Have you done a leak down test? Has it ever ran right or is this a new issue?
You can’t really go off of spark plugs showing “good mixture” because there are too many variables there.
