Sounds like the overheat sensor is bad and kicking on to soon or cdi is bad or as simple as water in the elec box and shorting out the pink wire for the limiter to kick on. Cut or disconnect the pink wire for the head sensor at the cdi or where the black and pink come out of box to the head sensor.

The two nipples that line up on the carb body are always the in and out. The fuel return is always towards the top of the carb body to bleed air out, they are the top nipple and if the stock return bleed is drilled out in the carb body under the fuel pump plate, then you need a restrictor jet...
