it has to be thru bolted and yes use the 717 starter.

it is the 1 that fits. and thru bolt it since the seadoo starter is not threaded the bolt to the case and the kawy bolts thru the case to the starter.
a simple nut epoxied or tack welded to the flanges works fine.
