Is it normal to have this much water behind the pump cone?

I would say if the grease hasn't been cleaned in 15 years, that'd be normal. If you changed the grease last year and it looks like that, you've got a problem. I personally like to use a blue or green grease so I can tell if the grease has rust in it or not. With normal grease, you can't really tell if it's just brown or if it's got dirt and grime in it.

Mine has some kind of stinky gear oil in it and works great, not full but only partially.

Talk about stinky. The first time I pulled the pump cone off my son's SN the smell that came out nearly made me puke. It was horrendous.
I think the oil is an old racers trick to reduce friction, mine is super smooth and easy to spin.
