You can leave them in and have it look good:
Unfortunately, using foam to fair the bond line will likely undermine any benefit(debatable) gained by leaving the ribs in place. The seam only needs to be faired(with thickened epoxy) enough to eliminate a "buttcrack that is too sharp for the fabric to follow. One good flex on the side and the foam will separate from the hull. At that point it's no longer really a laminate. And like Charlie said, there are very obviously voids along the ribs. If looks are the goal, maybe that was a good idea. If structure was the goal, grinding the ribs will almost always win.
gotta grind the ribs...
#1 good luck getting it glassed without air bubbles around the ribs unless you faired it all in with filler which would not be a good way to go

i have a ski that someone attempted to reinforce without grinding the ribs..you dont even want to see the hackjob in that thing
grind the ribs...it takes a very short amount of time..there is no reason not too..you have to prep that whole area anyways..just grind em off while your in there

The only sure way(and still not guaranteed) to eliminate voids along the ribs is to bag the reinforcement. The increase in hull strength gained in wall thickness is much greater than any small loss from removing the ribs.
