If I knew before the comp, I would tell the rider who was cheating to follow the rules and make sure they are legal. After the comp I would give the rider the option to come clean and admit to cheating, If they didn't then I would protest.
The rules are there to be followed and there is no room for cheats.

In many road racing events, the top 3 guys automatically get tech'd. If you are on a podium, you are checked out before you get your trophy.

I don't know what you should do, but maybe the rules need to change to something like this.

One big difference in Road Racing and Freestyle jetskiing comp. is $$$$$$$$$.
Factory team riders get payed to win. With money on the line, ud bet ur a$$ that those top 3 get teched. From what I gather there isnt much of a prize for winning WF. It seems like IJSBA needs to stepup and offer more to winners. Then that would make all of u comp. riders/racers efforts worth more than bragging rights. As a result, the competition should/would be more intense. That would push the rule makers into being STRICT on the spec requirements for each class.
