Neither, SMC, Sheet Molded Compound. I would stick with sandpaper for removing the paint, but if you're planning on painting it and the current paint is fairly hard, just rough it up and prime/paint over it.
sandpaper is the safest... there are a few smc/fiberglass safe stippers, but they're a mess and can still soften the structure... i've used some on bumpers and stuff that people brought in but only because they can be a pain to sand, ski's are pretty flat and easy to sand...
If you want to take off the gelcoat to fiberglass to bare SMC, try a window scraper. Most of that old gel coat will just chip right off. I've had hulls where I applied almost no pressure and the stock gelcoat came off in sheets.
