Tuning help needed for stock 701!!

Hey I have a stock 99 superjet. I have just had the carbs rebuilt and took it for a ride, top end is fine but it just seems like its lost all its poke and response on the bottom end and takes ages to rev up and go somewhere??

Any ideas on where the set the low end adjusters??

Anything else I should be checking??

Start adjusters set at:
1 1/4 turns out high speed
2 turns out low speed

This should be very close for stock 38's.
If this is not close, then you must go back through the carbs again and look for something wrong, example:
bad needle and seat, wrong pop-off pressure, float arm wrong height, wrong jetting, you made modifications and jetting and pop-off not correct, bad high speed check valves, damaged fuel pump diaphrams...
These are some of the things to consider when you look back over your carb system.
