Start by removing the gelcoat and seeing what it looks like under. It looks like a lot of that may be peeling gelcoat but it's hard to tell from that picture.

I'm pretty sure it's a crack. I will try to get a better picture. If it is a crack what's the best way to fix it?

If the crack is all the way through, then you can drill the ends to it doesn't extend further and then reinforce it with epoxy and glass.
If it's not all the way through, you can just grind the damage out then reinforce.
Fill any small voids with epoxy mixed with a filler so your reinforcement layers don't have air under them.

What epoxy and glass is best to use?
Any quality epoxy resin system is fine.

Ive always used 3:1 epoxy. I like 1208 glass finished with a layer of 4oz cloth for many jobs. Whatever you use is fine as long as the resin IS epoxy and the glass is NOT chop with starch.
