superjet just "whines" trying to start...?

Ok, heres the deal. My bro was out on his superjet. It was running fine, he hit some boat waves, he fell off, the ski died, and he went to start it back up again and it does nothing. When you hit the start button it just whines from what seems to be the ignition box on the bulkhead. I turned the motor over by hand a few times and everything seems to be moving freely...any ideas??

check voltage on battery
( 13.6 or more is a fully charged battery)

clean the connections at the battery

tap the electrical box, near the center, if the starter relay is corroded, or hungup, sometimes a light tap will knock it loose for a while.

use jumper cables to go from the negative of the battery, to an engine bolt somewhere and try to start it again ( checking for bad ground by method of substitution of the ground path

report back, and we can go from there.

I don't know of any whining coming from the ebox? If it's the starter whining then add checking the bendix to the list...

My box has done that before, dirty connections, crappy relay, bad starter, locked up, any electrical load or high resistance can cause a 'whine' noise

bendix..iv had the spring in the cover get stuck..

ill pull the box apart or try to knock it. The whine or noise that its doing does seem like its coming from the box and no where near the starter...Ill try the easy stuff with the battery and connections first....
