Steering Nozzle Bolts keep falling out

Anyone had issues with the steering nozzle bolts coming loose? I have lost 3 of them over the last month of riding. They fall out and all of a sudden the steering is gone. I have used locktite and still lose them to the depths of the lake. First two times, the top one will fall out and the bottom will still be there just overly loose. But this past weekend the bottom one fell out and top came loose.

FX1 with a 144 pump swap. Standard steering nozzle and cable, no trim.

Anyone have any thoughts?

do you have the spacer installed or just a bolt, if just a bolt, the movement of the nozzle can cause the bolt to unscrew. Part#25

Def Something to think about... I had the bushing/spacer (stock Yamaha parts) but that one fell out as well. I will try some higher strength Loctite. Thanks for the replies. Glad to know its not just me. Does anyone grease these (or the spacer/bushing) to help from turning?
