Steering cable through-hull fitting leaks

I think the through-hull fitting on my SN steering cable leaks a bit. Would be a pain to replace it cause the previous owner epoxied it in. Will this leak into the under-tray area, or just into the cable guide tube that leads into the engine compartment?

i dont' think it leaks into the tray area because the steering cable isn't sealed where it goes into the tube. Idk for sure though.

If water is coming into the bilge through the tube than most likely it isn't getting into the foam.
That PVC pipe that runs from the outside to the bilge has no connection or joints that could leak.
 
It is possible that it can leak into the foam, if water gets behind the fitting. There is a female part of the fitting on the inside of the hull, when i refoamed my ski, that fitting wasnt sealed, rather it was just butted up against the hull, held in place by the foam. The only thing preventing water from getting into your foam is the rubber seal behind the outside (male) part of the fitting.

Mine was not tite either, the threads were bottomed out before the rubber washer got real snug, fixed that problem and sealed it up from the inside as well.
